Building intelligence

The following are provisions included in the Transformation Intelligence Act of 2004, introduced in the House April 1 by the Democratic members of

the House Permanent Select Committee on Intelligence.

The bill calls for:

A single director of national intelligence, with statutory and budgetary oversight over the national intelligence community.

A joint intelligence comptroller to oversee funding and budgetary matters of the intelligence community and to provide guidance on fiscal matters for the director of national intelligence and

the Defense Department secretary.

An integrated intelligence network to provide communications capabilities to all elements of the intelligence community.

A Weapons of Mass Destruction Proliferation Threat Integration Center to collect and analyze data relating to weapons of mass destruction.

A Joint Acquisition Office to oversee policies and procedures for the acquisition programs of the National Security Agency, the National Geospatial-Intelligence Agency and the Defense Intelligence Agency.
