Some of the standards set for use of a voter-verified paper record in California include:
An accessible voter verified paper audit trail writer must minimally consist of a printer, a paper record display unit and a record-storage unit.
The paper record must be printed, and voters must have the opportunity to verify those records prior to electronic votes being submitted.
The electronic record is usually the official record. The paper record will be considered official in a recount or if there is a discrepancy between the paper and electronic records.
Voters must be able to review their votes privately.
