Burns has been a leader in helping federal agencies and departments use Web 2.0 technologies to better communicate with the public.

Under Burns’ leadership, GovDelivery began offering on-demand software as a service to improve and measure communications efforts. In 2008, this effort led to the creation of a collaboration network that allows more than 100 agencies to use GovDelivery’s hosted platforms to work together in public outreach. As a result, more than twice as many people now sign up for agency e-mail updates.

“Scott is pushing the entire federal IT community to see the value of using the most cutting-edge Internet-based technology,” said Ron Oberbillig, chief operating officer of the Federal Consulting Group’s National Business Center.
