Federal 100 winner: Lt. Col. Richard Leino

Lt. Col. Richard Leino
Assistant Chief of Staff of the 3rd Marine Logistics Group
Marine Corps

Leino orchestrated the development of a system that enables Marines to take the Navy Marine Corps Intranet with them into the field.

The Deployable Site Transport Boundary (DSTB) provides direct access to the NMCI network from remote locations. Leino and EDS worked together to develop a unit that provides hardware, routers, switches, a virtual private network appliance, power supply and network connectivity in one package that two Marines can carry.

"Lt. Col. Leino recognized a requirement to reach back from short deployments and humanitarian assistance missions and clearly articulated the requirements of his leaders and EDS to drive the development of a lightweight and deployable solution to meet the needs of the commander," said Bill Chaplin, NMCI account director at EDS.

The DSTB has gone beyond supporting humanitarian missions and now helps Marines and sailors focus on the mission, not the network. Leino is now assigned to the Next Generation [tk: Enterprise Network?] team at the Marine Corps Network Operations and Security Center at Quantico, Va., where he is assisting with the development of long-term communications solutions for the Marines.
