Baker oversees one of the largest electronic health record systems in the world, which holds the records of about 9 million patients and adds tens of thousands of new records daily. Through exceptional management and innovation, he has been able to reduce costs and improve customer service and efficiency.

For example, Baker’s system testing improvements exceeded requirements and resulted in an unprecedented 100 percent on-time software release rate and 99.64 percent system availability. He consolidated two major computing centers into one and improved the clinical database repository to reduce the drag on central computers.

“Mr. Baker is the most dedicated manager I have ever encountered, and he displays an unparalleled passion for excellence,” said Charles Gillette, chief of continual service improvement at the Defense Information Systems Agency. “His limitless energy and professionalism are matched only by his extraordinary technical prowess, business acumen and genuine concern for his people.”
