Powers manages a business system that keeps the Army organized. The Force Management System handles tasks such as military and civilian personnel management, recruiting and training, and future force planning. Powers is enhancing the existing application to provide data standardization and network centricity in accordance with the Global Force Management Data Initiative.

Under Powers’ leadership, the Army has saved $2 million by retiring outdated systems and avoided $1.4 million in potential costs by improving efficiency.

Powers "is the consummate quiet professional, steering a small group of civilians and contractors to develop and field the Force Management System,” said Gary Winkler, the Army’s program executive officer for enterprise information systems.
