The deputy administrator position doesn’t get much glory. Michael Howell has a host of statutory responsibilities for OMB and the day-to-day management of the organization in the office. Howell augmented that by serving in a critical role as the career federal employee liaison between the departments and agencies and the political appointees in the Executive Office of the President. His colleagues described him as the "unsung hero" who makes administration programs effective in the agencies.

“Mike’s years of experience and comprehensive knowledge of government IT gave OMB a steady, sure rudder to steer through complex IT policy and guidance issues,” said David McClure, associate administrator for citizen services and innovative technologies at the General Services Administration.
