Federal 100: Harold E. "Pete" Stark

Harold  E.  "Pete"  Stark
Manager of Sarbanes-Oxley Compliance and Process Improvement
U.S. Postal Service

When the Sarbanes-Oxley Act was giving the U.S. Postal Service a headache, requiring the agency to sort through IT implementation and compliance efforts on a giant scale, Pete Stark provided the remedy.

Stark manages all IT-related activities related to Sarbanes-Oxley compliance, including establishing and directing an internal IT audit activity and creating and managing governance, risk and compliance processes.

Despite working with an antiquated IT infrastructure, Stark's team found solutions that were eventually used elsewhere in the organization, even for applications that were not part of Sarbanes-Oxley compliance. The efforts were so successful that the Navy sought advice from USPS for the military service's internal financial accounting processes.
