When agencies say no to innovation

The Partnership for Public Service recently conducted a survey that found that the majority of feds do not believe that agencies support their efforts to develop innovative solutions. Readers responded that it's not that agencies don't support innovation -- it’s that they don’t even like innovation. Is this a surprise?
