Rising Star: Dennis Papula

As senior information technology and e-government portfolio manager at the General Services Administration, Dennis Papula has fine-tuned the operations of GSA’s management program.

The improvements ultimately increased the agency’s Exhibit 300 scores and reduced the number of its projects that the Office of Management and Budget is watching, said John Prahm, director of GSA’s IT Portfolio Management Division.

Officials say his most notable impact on the overall IT community is his role as deputy chairman and government customer representative for the Electronic Capital Planning and Investment Control System’s Change Management Committee. Papula has applied more mature processes to the government-owned technology system, which helps agencies control their investments.
