Macaulay played a major role in developing a series of governmentwide budget applications, including Web-based data collection and a secure wiki site.

As administrator for the MAX relational database, which is the foundation of OMB’s systems, Macaulay has added new tools to the Budget Formulation and Execution Line of Business and expanded its scope. 

"Database administrators are not usually recognized as the drivers of high-profile transformations," said Andrew Schoenbach, chief of the Budget Systems Branch and policy lead of the budget LOB. "But Debbie’s combination of technical expertise, business knowledge, leadership and unique experience in developing successful IT applications in OMB’s demanding environment has been a critical component of the BFELOB’s and OMB’s success."
