Perry bridged the CIO Council and Chief Acquisition Officers Council by helping the two bodies understand each other’s expertise.

As co-chairman of the CAO Council’s Acquisition Committee for E-Government, Perry sought to understand acquisition’s role in meeting agency goals. He has also brought technology to the acquisition community, writing guidance to help agencies move to sleeker, more transparent electronic processes and away from outdated systems.

“Glenn is uniquely positioned to bring his acquisition expertise to the tremendous task of supporting acquisition transparency,” said Lesley Field, acting administrator of the Office of Federal Procurement Policy. “His serving as principal liaison to the CIO Council brought the acquisition and IT communities closer together and promoted shared stewardship and vision.”
