Bruce McConnell, chief of the Information Technology and Policy Branch of the Office of Management and Budget, has been named the new co-chairman of the Interagency Working Group on Cryptography Policy. McConnell replaces Mike Nelson, special assistant for information technology policy at the Office of Science and Technology Policy. McConnell will be the co-chairman of the working group with Ed Appel, special assistant to the president for intelligence programs.

Debra Parra, a procurement analyst with the Army Information Systems Command, Fort Huachuca, Ariz., received the National Contract Management Association's annual award for outstanding achievement in the field.

NCMA recognized Parra for her work on contracting for a telecommunications facility in Riyadh, Saudi Arabia, that saved the Army $800,000. The association also honored Parra for her leadership in training future federal contract specialists.

Ron Oxley, who helped spearhead the Corporate Information Management program while serving in the Office of the Assistant Secretary of Defense for Command, Control, Communications and Intelligence, has joined PRC Inc. as a member of that company's DOD business development team.

Robbins-Gioia Inc. appointed James Wallin as its new vice president of business development. Wallin joined Robbins-Gioia from the Joint Logistics Systems Center, Wright-Patterson Air Force Base, Ohio, where he spent 33 years working in the logistics field.
