Allan Brown associate administrator for the procurement innovation branch within the Office of Federal Procurement Policy has been named temporary administrator of the office following the Sept. 12 departure of former administrator Steven Kelman.

Federal Sources Inc. announced last week that Robert Woods commissioner of the General Services Administration's Federal Telecommunications Service will join the firm late this year as president and chief operating officer. Company president and chief executive officer Tom Hewitt will remain CEO and also become chairman.

John Okay deputy commissioner at FTS will join the firm as senior vice president in charge of the new special studies and telecom division.

Bill Early the budget director at GSA will serve as acting chief financial officer at the agency beginning in December. He will replace Dennis Fischer who will become the FTS commissioner.

William Roper was confirmed this month as the director of the Army Corps of Engineers' Topographic Engineering Center in Alexandria Va. He previously worked as assistant director of research and development for civil works at corps headquarters.
