Morley Winograd has been appointed the new director of the National Performance Review replacing Elaine Kamarck who left this summer to take a position at Harvard University. Winograd will retire in November as Western region sales vice president for AT&T Corp.'s Commercial Markets Division.

Joan Steyaert the chief information officer for the Office of the U.S. Trade Representative last month was selected as deputy associate administrator for the General Services Administration's Office of Information Technology.

Three new members have joined the Computer Systems Security and Advisory Board a group composed of federal government and industry representatives who advise the government on privacy and security policy. Joining the board are John Davis George Trubow and James Wade.

Davis is the National Security Agency's director of the National Computer Security Center and the senior executive account manager for the U.S. Pacific Command.

Trubow is a professor of law and director of the Center for Informatics Law at the John Marshall Law School in Chicago.

Wade is the director of fraud management for AirTouch Cellular a wireless telecommunications carrier.* * *

Valerie Lyons last month was named president of Electronic Data Systems Corp.'s government services business. She previously served as the group's vice president of sales and marketing.
