Bill Gormley, assistant commissioner of the General Services Administration's Office of Acquisition, last week received President Clinton's Meritorious Executive Service Award for his work on the GSA schedule contracts and other programs.

Mary Walsh has been named assistant chief counsel for legislation at the Federal Aviation Administration. She previously served as minority counsel on the House Committee on Transportation and Infrastructure's Subcommittee on Aviation.

In addition, Thomas E. Zoeller was named deputy assistant chief counsel for legislation at the FAA.

He most recently was a legislative assistant for Sen. Wendell Ford (D-Ky.).

AlliedSignal Technical Services Corp. has appointed Isaac Gillam to lead its Deep Space Network programs in support of space exploration activities at NASA's Jet Propulsion Laboratory. Before joining AlliedSignal, Gillam held posts as assistant administrator of commercial programs and director of the Dryden Flight Center.

James F. McGuirk II, president of Unisys Corp.'s Federal Systems organization, has been elected senior vice president by Unisys' board of directors. McGuirk has been head of Unisys Federal Systems since 1992 and a corporate vice president since April 1996.
