Republicans Announce 'e-Contract'

House Majority Leader Dick Armey today unveiled the "e-Contract," a pact by a group of Republican lawmakers to support technology innovation and remove what they said were barriers to growth in the high-tech industry.

Armey (R-Texas) was joined in the announcement by a number of other House Republicans, including Rep. J.C. Watts (R-Okla.), Rep. Chris Cox (R-Calif.), Rep. David Dreier (R-Calif.) and Rep. Jennifer Dunn (R-Wash.).

"The high-tech industry continues to be one of America's largest economic catalysts, creating untold new jobs and widely dispersed prosperity," the contract states, but "the regulatory and legal framework of yesterday will not fit the economy of tomorrow." Furthermore, the contract states, "Excessive government intervention -- through taxes and regulations -- threatens future growth and prosperity for this nation."

The group stated, "We hereby pledge to continue our legislative and oversight efforts to remove the barriers to future innovation, competition, and growth. We assert that freedom is the answer, not government intervention."

Among the remedies the group pledged to pursue are modernization of the education system, ensuring Year 2000 readiness, "preventing frivolous lawsuits that stifle growth," removing barriers to e-commerce, reigning in excessive regulation from federal agencies, and protecting intellectual property rights.
