In a report released last week, the General Accounting Office recommended several actions to improve supervision of the Defense Department's Business Management Modernization Program. Among those recommendations:

For Defense officials:

Define what qualifies as a business system.

Devise a way to track system updates.

Include all systems in an Information Technology Registry.

For the Defense Logistics Agency and Army Materiel Command:

Write clear and consistent requirements and attainable goals.

Conduct thorough testing with system updates tied to functionality and performance.

For Congress:

Assign acquisition, development and fielding responsibility to specific leaders, such as the undersecretary of Defense for acquisition, technology and logistics and the DOD chief information officer.

Direct the Defense secretary and domain leaders to develop a clear and concise budget.

Allow domain leaders, rather than the services and agencies, to oversee updates.

Appoint leaders to create an investment review board composed of service and agency representatives.
