Depending on the technology used, officials can send only voice and text-based messages, or they can also access the Web and exchange images.
The technology creates hot spots for broadband access to video, geographic information system data and high-resolution images.
The coalition's plan would build on the FCC's recommendations to provide broadband access on a citywide, countywide and statewide basis.
