Nominated for: Improving the management of a secure, reliable IT infrastructure that supports applications through the Military Health System, including the Defense Department’s electronic health records system. Speaks developed a process for assessing the performance of key applications on a daily basis. He also oversaw the development of a new MHS Service Center, which was completed within budget and ahead of schedule.

First IT mentor: Christopher Sears, manager of the Network Control Center at Tinker Air Force Base. Chris was the one person who instilled in me an interest in project management in information technology. He taught me the benefits of establishing a plan and working that plan to conclusion. His outlook and approach to work and life helped shape my current management style.

Latest accomplishment on the job: The accomplishment I am most proud of is the establishment of a world-class service desk for the MHS in San Antonio. In my eyes, there is no other facility like it in the world. We not only consolidated many different entities into one operation, we also redefined how we all work together so that we can get to the root of problems and incidents much more quickly and, eventually, detect patterns so that we can prevent many of them from happening in the first place. Again, this isn't just about keeping everyone's computers running. This kind of quantum leap in service has a direct bearing on the health and well-being of our warfighters and their families.

Career highlight: Completing the implementation of an Information Technology Service Management Service Center and Operations Center to support MHS worldwide.
