The state of telework in the government

The closing of federal agencies last winter proved how telework can help keep work from piling up as high as the record snowfall. Although forecasters are predicting an average winter for the Washington, D.C., area this year, with — thankfully — average precipitation, it is a good time to review the state of telework for government employees.

I am a government employee (not a contractor) who has been successfully teleworking for 19 months, full time from a location that is very remote from the office, and all I want to say is this: teleworking can work as long as there is a clearly defined agreement between the employee and the employee’s supervisor(s) on what is expected to be accomplished during telework sessions. This agreement needs to address not only what tasks the supervisor expects the employee to accomplish while teleworking but also how and what kind of support the supervisor will provide the employee during the process of accomplishing those tasks. There is nothing more frustrating than working on a task, then have an issue come up that only the supervisor can resolve, and then not get any responses from the supervisor. If the supervisor fails to respond to the employee’s request for assistance with the issue, or is untimely when responding, then the employee’s ability to complete the task within the expected timeframes becomes a problem … one that will ultimately reflect negatively on the employee.

We were told to sign teleworking papers, then we were told we can not telework. However, it brings the numbers up for our agency on the number of people teleworking (because they cound the number of signed papers)- even though we do not telework. I am waiting for this year for them to close the govt down for a snow storm and my manager telling my that I will be expected to work from home. This will be the only time I will be allowed. However, contractors can telework all they want!
