The Senate's cyber staffer. The House and Senate were unable to agree on cybersecurity legislation last year, but the bills that passed each chamber laid the groundwork for efforts picking up again in 2013. On the Senate side, few have played a more central role or stayed engaged longer than Johnson. A trusted aide to Sen. Jay Rockefeller (D-W.Va.), Johnson was deeply involved in crafting the final Senate bill. The former Army officer and Fulbright scholar also served as a conduit to others in the Senate and the private sector to help build the consensus necessary for comprehensive cyber legislation.
