IRS’ change agent. Milholland’s work helped the IRS increase electronic tax filings by 400 percent — to more than 100 million tax forms — and begin processing those forms on a daily basis. He oversaw the biggest year for IRS’ fraud prevention efforts with the protection of more than $15.3 billion in revenue and conducted readiness exercises for 2013 by systematically testing and monitoring critical systems. “Terry is very modest when it comes to his own personal impact at IRS and readily acknowledges the contributions of others,” said Joe Gerrety, a client unit director at IBM.
