As co-chairman of the Professional Services Council's Leadership Commission, Lineberger was a principal author of the influential report "From Crisis to Opportunity: Creating a New Era of Government Efficiency." He provided recommendations for a taxonomy for professional services acquisitions, in particular the best practices for procuring IT services. His views on strategic workforce planning were a key pillar of the report, which includes his suggestions for enhancing training and professional development for CIOs and for procurement and contracting officers. He has also been instrumental in briefing government officials and the public about the report's findings and recommendations.
