Agile advocate. Under Matheson's direction, CBP's C3E modernization effort transformed the agency's core operations by allowing security-oriented capabilities to be deployed in real time. CBP used agile techniques in developing the program and was among the first agencies to do so, placing it in the ranks of cutting-edge Silicon Valley companies, Matheson's admirers say. The C3E cloud initiative reduced the agency's operations and maintenance costs by 55 percent and slashed the time needed to provision new services from several weeks to a few hours.
