IT transparency. Shuryn is credited with developing a holistic way for the Navy to achieve some $2 billion in savings and maintain an agencywide focus on strategic goals and objectives. She was instrumental in developing and launching an IT dashboard that tracks efficiencies and cost savings -- a tool Navy CIO Terry Halvorsen said provides transparency critical to ensuring mission success. "There was no model to follow since there had never been a precedent in which $2 billion was taken from the IT budget," Halvorsen said. "Ms. Shuryn's team forged a way forward for others to follow."
