The work: Putting together a suite of technologies to speed the process used to approve work associated with major federally funded infrastructure programs, as directed by a presidential memo.

The impact: Working with limited resources to meet a 90-day deadline set by the president, Freebairn and his team came up with a solution that other agencies could replicate.

The nuts and bolts: Freebairn used agile programming techniques and a combination of open-source and government-owned software to develop a modular system that could scale up when the program expanded. As the deadline neared, Freebairn was on call around the clock, even as he was being wheeled in to eye surgery.
