A more level playing field?

Following is a response to an FCW.com poll question that asked: "Is it possible to have a fair competition between public and private groups bidding for the same work?"

Between all the management agendas, union interests and subjective evaluation criteria (changed once the tentative results of "proposal" evaluations are known and the "winner" isn't the right one), there is very little chance of a fair competition.

I have been in this business for more than 30 years and still have a problem with an agency being forced to develop a most efficient organization and operating plan to do things better.

As a contractor, we would never win an honest competition if we didn't do those things, and we sure as heck would not remain in business. Hopefully, the new A-76 rules bode well for a more level playing field.
