GSA readies share-in-savings site

The General Services Administration plans to launch formal outreach programs for agencies through its Share-in-Savings Program Office in January.
The office will maintain a Web site featuring opportunities and policy information on share-in-savings contracts, under which contractors get paid from a share of the savings that their services and/or products provide to agencies. The E-Government Act of 2002 significantly expanded authority for agencies to use the contracts.
"The E-Gov Act helped remove key barriers to implementing SiS, and we already see significant interest among customer agencies customers," said David Drabkin, deputy associate administrator for acquisition policy at GSA.
Karen Evans, administrator for the office of e-government and information technology at the Office of Management and Budget, said the agency will soon issue a draft SiS policy under the e-gov act and solicit comments. Some critics have urged OMB to act faster, as the authority under the e-gov act expires in 2005.
