Letter: Don't axe draft RFPs

The quality of proposals rises and protests decline when draft requests for proposals are issues.

Regarding “DOD program manager: Know Army needs before bidding,” Gary Winkler, program officer for the Defense Department’s Enterprise Information Systems, should reconsider doing away with draft requests for proposals. 

When we instituted the draft RFP, not only did protests go down, but the quality of proposals went up.


In my opinion, it is counterproductive to give up on a tool designed to reduce protests and increase quality to save 30 days in the contract award process.
