Census seeks R&D help on methodology, processes

The Census Bureau is looking for contractors to help with research and development in five technical areas. Bureau officials say they want a pool of skilled contractors and service providers to conduct research on survey and census methodology and processes. The contracts will span five years and allow bureau program managers to quickly find help on projects as needed.The five technical areas are:* Assessment, Planning and Analysis: Includes research, evaluation, and study of census and survey methods, practices, procedures and technologies. It also addresses emerging trends, knowledge, attitudes, skills, tools and automated systems. The bureau plans to set aside this contract for small businesses.* Statistical Analysis and Evaluation: Covers research and development of statistical theory and methodologies for the design of surveys.  * Methodological Research: Focuses on the theories and principles that underlie survey research methods. * Survey Engineering: Applies scientific and mathematical principles to practical survey problems. The bureau plans to set aside this contract for small businesses. * Data Analysis and Dissemination: Covers the methods used to analyze and distribute collected data. Census officials plan to create multiple-award, indefinite-delivery, indefinite-quantity contracts in each technical area.The bureau posted the presolicitation notice Nov. 3 and plans to issue the request for proposals around Nov. 19, with proposals likely due Jan. 12, 2009.
