The work: Leading HHS’ transition to Networx and providing a model for the larger IT community.

The impact: Wall’s expertise in dealing with a mix of political, operational and technical issues enabled HHS to transition to a new environment with minimal disruption of services. HHS stands to save $100 million over the life of the contract.

The nuts and bolts: Wall established teams of experts from all of HHS’ operating divisions and led the way in developing a streamlined acquisition strategy. Under his leadership, 99.93 percent of HHS’ services had transitioned to Networx by the end of 2011. Furthermore, his approach has served as a best-practices model for Networx vendor selection and price negotiations at other agencies.
