WHAT: A solicitation for portfolio management software

WHY: A common refrain from officials and vendors is that federal IT procurements are too wordy and complex, with detailed sets of requirements that put checking boxes ahead of getting the right outcome. The U.S. Census Bureau appears to be going against the grain with a recent solicitation for a software solution for "mega-project management." With the 2020 enumeration looming, some mega IT projects appear to be in the offing for the Census Bureau. But what's interesting here is that the bureau's solicitation clocks in at a terse 192 words, outlining what the system needs to be able to do (track projects, calculate risk, operate smoothly and briskly) in broad strokes, with just a few particulars on integration and compatibility.
