Mr. FITARA and more. Beutel won a Federal 100 two years ago for his efforts as a congressional staffer to craft the legislation that ultimately emerged as the Federal IT Acquisition Reform Act. Now in the private sector, he has continued to bird-dog FITARA implementation efforts, but his contributions in 2015 were far broader.
