GSA offers feds a hand with contract writing

Federal agencies will be able to sign up with the General Services Administration's contract writing as-a-service in the coming year.

The General Services Administration's Common Acquisition Platform program will launch a shared-services contract-writing system for federal agencies in the third quarter of 2017.

The cloud-based Contract Writing System as a Service (CWSS), which GSA announced on Nov. 15, will offer federal agencies a contract writing and administration solution through an interagency agreement with GSA. The goals are to reduce costs for agencies and integrate with financial shared-services providers.

GSA said it will provision the service through an agreement with Reston, Va.-based Distributed Solutions.

CWSS will guide contracting and program offices through the complex process of planning and conducting solicitations using methodology that provides real-time notifications of milestones in the contracting process, according to GSA.

The agency will oversee security accreditation, ongoing operations and maintenance for the service.

"The CWSS fits into a broader, strategic, governmentwide 'buy-as-one' approach to acquisition," said Kevin Youel Page, deputy commissioner of GSA's Federal Acquisition Service.
