Secretary of Defense William Perry named Margaret Munson director of the Defense Investigative Service (DIS), replacing John Donnelly, who retired.

Munson previously served as acting director for counterintelligence and security in the Office of the Assistant Secretary of Defense for Command, Control, Communications and Intelligence. Before joining ASD/C3I, Munson served as acting director of planning and administration and chief of database management in the Defense Intelligence Agency.

Lt. Gen. Al Edmonds, director of the Defense Information Systems Agency, was named Black Engineer of the Year by the Council of Engineering Deans of Historically Black Colleges and Universities. Rodney Coleman, assistant secretary of the Air Force for manpower, reserve affairs, installations and the environment, won the Black Engineer of the Year Dean's Award.

Both men received their awards at a ceremony last month broadcast by Black Entertainment Television.

DISA's Defense Information Technology Contracting Office (DITCO) named Air Force Senior Master Sgt. Phillip Pearson its Outstanding Senior Noncommissioned Officer (NCO) of the Year. Pearson serves as superintendent of the agency's International Communications Division.

DITCO tapped Tech. Sgt. Mark Glines as its Outstanding NCO of the Year. Glines serves as the communications-computer systems manager for DITCO's provisioning and implementation center.

Don Hardesty, acting information resources management director at the Agriculture Department, retired at the end of March.

Hardesty previously served as the General Services Administration's deputy assistant commissioner for regional telecommunications services before joining the USDA last March.

The agency has named Holly Majkowski acting IRM director. She was previously associate director of operations in the Office of IRM, a position that has since been dissolved.

David Skeen, previously associate director of policy in the USDA's IRM shop, is now acting director of the Modernization of Administrative Processes program office. His previous position was also dissolved.

Ginger Ehn Lew has joined the Small Business Administration as deputy administrator. Formerly general counsel with the Commerce Department, where she was involved with trade negotiations, telecommunications policy and intellectual-property rights, Lew will be in charge of the daily management of SBA, including policy development and operations.

Dick Davis, data administrator of the National Climatic Data Center in Asheville, N.C., was honored by the National Oceanic and Atmospheric Administration for 50 years of government service.

Davis started his career in 1945 with the Navy. He began his civilian career with the then-U.S. Weather Bureau in Washington, D.C., in 1950. He transferred to the Asheville Center in 1955, when it was called the National Weather Records Center. Davis oversaw operations at the center involving computer products, databases and data from cooperative weather observers throughout the country.
