Purpose: Prohibit use of minority preferences in federal programs; relieve contractors of having to maintain affirmative-action plans with goals and timetables.

* HUB Zones Act of 1996

Purpose: Aid "historically underutilized business zones" by making small, economically oppressed businesses eligible for federal set-asides and preferences.
