The Defense Department team of chief information officers is coming together.

The Army plans to nominate Lt. Gen. Otto Guenther to be director of information systems for command control communications and computers (C4) while the Navy is putting forward Marvin Langston deputy assistant secretary for C4I electronic warfare and space programs.

The president has nominated Air Force Maj. Gen. Joseph Redden for promotion to lieutenant general and assignment as commander of the Air University Maxwell Air Force Base Ala. Redden currently serves as commander of the Joint Warfighting Center Fort Monroe Va.

Bob Reisner has been named vice president of strategic planning at the U.S. Postal Service. His previous title was vice president of technology applications for USPS.

Reisner reports to a five-member management committee founded in May and is to develop a five-year strategic plan due in September.

Ed Nowinski former director of imagery intelligence for the National Reconnaissance Office has joined systems integrator Harris Corp. Melbourne Fla. as vice president of strategic planning and business development for the company's Electronic Systems Sector. Nowinski began his career with the CIA in 1967.

Last month Thomas Burgoyne was named deputy director of the Office of Law Enforcement Technology Commercialization part of the National Technology Transfer Center Wheeling W.Va. The office promotes streamlining procurement for technology products in state and local law enforcement agencies.

Burgoyne who worked with the FBI for 33 years retired last month from his position as special agent in the FBI's Boston office.

The Federal Aviation Administration's Office of Dispute Resolution (ODR) has appointed Martha H. DeGraff to be special master for the Wide-Area Augmentation System protest by Wilcox Electric Inc.

DeGraff who has been serving as an administrative judge with the General Services Administration's Board of Contract Appeals will review the material submitted by all the parties to the case - the FAA and Wilcox as well as Rockwell and Lockheed Martin Corp. who qualify as interested parties - and make a recommendation to ODR in 30 working days.

Before joining GSBCA three and a half years ago DeGraff was assistant director of the commercial litigation branch at the Justice Department.

The American Electronics Association has named Michael Timmeny its vice president for domestic affairs.Timmeny previously served as chief of staff for Rep. Anna Eshoo (D-Calif.). Eshoo represents much of Silicon Valley where AEA was founded in 1943.
