Kantor delays AWIPS decision C ommerce Secretary Mickey Kantor deferred his decision on whether to deploy the National Weather Service's Advanced Weather Interactive Processing System nationwide to give the agency time to address language in the appropriations bill and provide more information on its software development builds.

NEC Corp. last week sued to prevent the Commerce Department from investigating Cray Research Inc.'s dumping complaint against the Japanese supercomputer company.

In the suit NEC claims that Commerce officials cannot rule impartially on the dumping complaint which resulted from a $35 million contract to NEC to supply supercomputers to the University Center for Atmospheric Research. NEC filed the lawsuit Oct. 15 in the Court of International Trade in New York.McDonough picked to head IEP

Frank McDonough the General Services Administration's deputy associate administrator in charge of intergovernmental relations has been named federal co-chairman of the Intergovernmental Enterprise Panel a group of federal state and local officials exploring ways different levels of government can integrate operations using information technology.DECKBechara joins Comark

Alan Bechara last week joined Comark Government & Education Sales Inc. as vice president of federal operations. Bechara will run CGES' federal business - sales marketing and contracts. He was formerly general manager of User Technology Associates' Systems Integration Division.

GTSI announces personnel moves

Alan Lawrence vice president and general manager at reseller Government Technology Services Inc. is leaving the company Oct. 31 to join the Washington D.C.-area office of Hewlett-Packard Co. a longtime GTSI business partner.

Also last week GTSI said it had appointed William A. Shafley vice president of marketing. Shafley was vice president and chief operating officer for Comark Government & Education Sales Inc.

Tuttle takes post at ManTech

Retired Vice Adm. Jerry O. Tuttle the Navy's director of space and electronic warfare from 1989 to 1994 has been named president of ManTech Systems Engineering Corp. a subsidiary of ManTech International Corp. Tuttle joins ManTech after spending two years at Oracle Government Bethesda Md. where he was vice president of business development.
