Donald R. Lasher former president of the Information Services Division at the United Services Automobile Association last month was appointed chief information officer of the Interior Department. Lasher a retired major general served more than 31 years on active duty in the Army.

William Pfancuff who had been acting CIO for the agency now serves as acting deputy director of Interior's Office of Information Resources Management.

Adair Martinez was appointed last month to the position of deputy director of telecommunications at the Justice Department. Martinez has acted in the position since the spot was vacated by Dave Bittenbender who retired in May.

Bill Buzbee director of the Scientific Computing Division of the National Center for Atmospheric Research has joined the advisory council of RCI Ltd. a membership-based organization that represents high-performance computing users and vendors. RCI whose membership includes representatives from NASA the National Institutes of Health the Defense Department and the Energy Department is moving to expand its membership to add additional federal government members.

Roger Thompson former director of anti-virus research at On Technology Corp. has joined the National Computer Security Association as director of anti-virus research. NCSA provides independent product certification and disseminates security information to corporations and government agencies.

Wayne Friedman a 19-year employee with AlliedSignal Technical Services Corp. last month was named the company's vice president of Goddard Programs. Friedman will oversee AlliedSignal's operations at NASA's Goddard Space Flight Center.
