Charles Rossotti chairman of American Management Systems Inc. has been formally nominated by President Clinton to head the Internal Revenue Service. The nomination will have to be confirmed by the Senate later this year but lawmakers have indicated they support Rossotti for the post.

The Senate last month confirmed Jane Garvey as administrator of the Federal Aviation Administration.Garvey who was most recently acting administrator of the Federal Highway Administration will be the first FAA administrator to serve a five-year term.

Richard E. Witmer last month was appointed chief geographer and chief of the U.S. Geological Survey's National Mapping Division which is the largest civilian mapping program in the federal government. Witmer had been serving as acting chief of the division which is responsible for providing map-related information including satellite images to private- and public-sector customers.

Col. Steven W. Boutelle the project manager for the Army's Field Artillery Tactical Data Systems program at Fort Monmouth N.J. has been named program executive officer for command control and communications systems.

Col. Dean R. Ertwine executive officer to the assistant secretary of the Army for research development and acquisition has been named deputy for systems acquisition for the Army's Communications-Electronics Command at Fort Monmouth.

Three employees of the General Services Administration's Federal Telecommunications Service last week began new jobs. Maxine Andewelt former deputy director of procurement services was named deputy assistant commissioner for acquisition. Nicholas Hinko began work as director of the FTS contract management and administration center following a stint as a branch chief within that office. Charles Smith II previously director of the center for contract management and administration for the FTS 2000 program was appointed director of the service development acquisition center.
