Mark Catlett the acting assistant secretary for management and the chief information officer at the Department of Veterans Affairs plans to return to his former job as the department's deputy assistant secretary for budget. A VA spokesman said Ned Powell is awaiting confirmation for Catlett's present job.

William Crowell deputy director of the National Security Agency since 1994 has retired after serving as a senior NSA executive for 17 years. Crowell helped to craft the Clinton administration's national encryption policy and directed the establishment of the National Cryptologic Museum at Fort Meade Md. Barbara McNamara has been named acting deputy director.

Lee Holcomb has been named NASA's CIO to replace retiring CIO Ronald West. For the past six months Holcomb has served as director for information technology strategy at NASA and as the CIO for aeronautics.Benita Cooper associate administrator for management systems and facilities at NASA plans to retire effective Oct. 31.

Gary Christoph this month was appointed to the dual positions of CIO and director of the office of information services at the Health Care Financing Administration. Christoph previously served as the computer systems security officer for the Los Alamos Integrated Computer Network at Los Alamos National Laboratory.

William Durbin former information resources management director at the Treasury Department's Office of Thrift Supervision was selected this month as the agency's director of supervision technology. Durbin will oversee the installation of an electronic system to improve the agency's analysis of loan portfolios.

The Government Printing Office this month appointed Francis Buckley as the superintendent of documents. He is responsible for the distribution of electronic and printed federal publications. Buckley comes to GPO from the Shaker Heights Public Library in Shaker Heights Ohio where he has served as director since 1994.

William O. Mehuron has been appointed acting deputy undersecretary of the Commerce Department's National Oceanic and Atmospheric Administration. Mehuron replaces Diana Josephson who left the position in September. Mehuron will serve until a permanent replacement is named.

Dick Coyle director of strategic business development at Sprint's Government Systems Division will retire from the company today. His replacement has not yet been named.

Tom Kraft previously a 17-year veteran of avionics programs at Boeing Information Services was appointed this month as the Federal Aviation Administration's national resource specialist for aeronautical communications.

Kraft will advise industry and government organizations on technology issues related to aircraft communications.

John Curtis former chief of computer operations at the Defense Information Systems Agency this month became manager of international business development at Government Systems Inc.

Federal Sources Inc. this month named Doug Wagoner its director of federal consulting. Wagoner previously worked at Electronic Data Systems Corp. as director of business development for DISA.

SCI Consulting this month announced four new appointments: Robert Carberry to director of tax systems Mark Fialow to controller Richard Keating to vice president of business development for federal and state programs and Howard Kossoy to vice president of business development for Year 2000 engagements.

Pulse Engineering last month appointed Gerald Dodds former director of the Maryland Engineering Laboratory at TRW Systems Services as its president and chief operating officer. John Hannon the company's president since 1981 will serve as chief executive officer and chairman.

Richard Tworek executive vice president at Infodata Systems Inc. this month took on the additional title of the company's chief technical officer.
