Stephen Elbert has been appointed director of the National Science Foundation's Partnership for Advanced Computational Infrastructure. He comes from the Energy Department, where he was program manager for grand challenge applications. PACI was launched by NSF last year to fund collaboration among U.S. and international research institutions on high-performance computing applications.
David Traynham has been named associate administrator for policy, planning and international aviation at the Federal Aviation Administration. He previously worked as a senior staff member of the House Committee on Transportation and Infrastructure's Subcommittee on Aviation. Traynham will be responsible for directing, coordinating, controlling and ensuring the adequacy of national and international aviation system policies, goals and priorities.
The Environmental Protection Agency has hired Laura McHale, an electronic records management expert, to work on the agency's digital recordkeeping policies.
The Small Business Administration last week named Kris Shah as California's small-business person of the year. Shah is founder and chief executive officer of Litronic Inc.
