John Douglass, the Navy's assistant secretary for research, development and acquisition, this month was selected to serve as president and chief executive officer of the Aerospace Industries Association. Douglass will retire from the Navy on Aug. 31 and will assume his duties as AIA president on Sept. 18. He will replace Don Fuqua, who will remain with AIA through November to ensure a smooth transition.

President Clinton last week reappointed Vice Adm. Herbert Browne to the grade of vice admiral with assignment as deputy commander in chief and chief of staff of the Navy Space Command. Browne also will serve as vice commander in chief of the North American Aerospace Defense Command at Peterson Air Force Base, Colo. Browne had served as the commander of the 3rd Fleet in San Diego.

    DHS chief Nielsen resigns

    Kirstjen Nielsen, the first Homeland Security secretary with a background in cybersecurity, is being replaced on an acting basis by the Customs and Border Protection chief. Her last day is April 10.
