President Clinton last month nominated Sylvia Mathews to become deputy director of the Office Management and Budget. Mathews, one of Clinton's economic and domestic policy advisers, has served as assistant to the president and deputy chief of staff since January 1997.

Brig. Gen. Albert Madora, deputy director of the Army's Program Analysis and Evaluation Division, last month was assigned to be the commanding general of the Army Operational Test and Evaluation Command in Alexandria, Va.

James Francis has been appointed as executive vice president and chief operating officer of AAC Associates, a network engineering company. Francis previously served as vice president for business development at Computer Data Systems Inc.

Thomas O'Neil last month was named federal account executive at Thomson Consulting, the technology arm of the Thomson Corp. O'Neil previously served as senior business developer at Mystech Associates Inc.

Irwin "Ted" David was selected as the National Weather Service's first chief financial officer/chief administrative officer, a position that was created to improve budget and financial management processes at NWS. David previously was deputy CFO at the Agriculture Department.
