David Tuttle, former director of the Federal Aviation Administration's national airspace system and the Flight 2000 program, this month was appointed senior vice president for corporate development at Universal Systems & Technology Inc.

NASA has named Edward Heffernan as associate administrator for legislative affairs for the agency. Heffernan has served as acting associate administrator for legislative affairs since September 1997. In addition to his legislative role, he is the White House liaison at NASA and serves as the primary coordinator of activities and management issues involving the offices of the president and the vice president and the Office of Science and Technology Policy.

NASA also appointed Lori Garver acting associate administrator for policy and plans. Garver has served as senior policy analyst for the agency's Office of Policy and Plans since 1997.

Stephen D. Van Beek last month was appointed deputy administrator for the Transportation Department's Research and Special Programs Administration. Van Beek previously taught American politics and public policy at San Jose State University and was a research associate with the Norman Y. Mineta International Institute of Surface Transportation Policy Studies.

Robbins-Gioia Inc. early this month named Avon James as chief operating officer. James, a 32-year Air Force employee, most recently served as executive president of government operations at Robbins-Gioia.

The U.S. National Commission on Libraries and Information Science last month named Judith Russell as its deputy director. Russell had been serving at the commission since February as a consultant on improving administrative procedures and modernizing information technology.

CACI Inc. has hired Sharyn Pensmith as senior vice president of business development to lead the company's marketing efforts in telecommunications and network services. Pensmith previously worked for Federal Sources Inc., McLean, Va., where she was vice president of Vision Services.

Secretary of Defense William Cohen this month named retired Army Brig. Gen. Peter Dawkins to chair a special advisory panel on National Security and the Globalization of Business and Industry. The panel will be drawn from members of the Defense Policy board and various business-sector leaders. Issues the panel will address include overseas suppliers and subcontractors for DOD electronics and computer software.

The General Accounting Office this month appointed Randy Hite associate director for general government and defense information systems. A 20-year veteran of GAO, Hite will be working on reviews of federal information systems.
