John C. Layton this month was named project director for disciplinary action review at the Internal Revenue Service. Layton will develop internal complaint systems and disciplinary processes for IRS employees and will serve as the proposing official for any disciplinary actions that result from the agency's review of alleged misuse of enforcement statistics by district offices.

Layton previously was the inspector general for the Energy Department. During his tenure, he served as vice chairman of the President's Council on Integrity and Efficiency.

Jane Bobbitt, former assistant secretary of legislative and intergovernmental affairs at the Commerce Department, has joined Van Scoyoc Associates Inc. as the firm's vice president.
