Keren Cummins has been hired by Digital Signature Trust Co., Salt Lake City, as vice president of government services. Cummins was director of FedWorld information technologies at the National Technical Information Service.

Universal Systems & Technology Inc. has appointed Ronald Cournoyer as vice president of telecommunications. He will be responsible for government and commercial clients. Cournoyer previously was director of the White House Communications Agency.

Carlos Villar, former director of the Federal Acquisition Services for Technology program at the General Services Administration's Heartland Region, last week announced he has started his own marketing consultant firm, Alliance Technologies Inc., Kansas City, Mo.

Anne Marie Morton, a manager with TRW Inc.'s Systems & Information Technology Group, last month received the Army Soldier and Biological Chemical Command's Distinguished Service Award. Morton was recognized for her role in developing and integrating software for the Army's chemical accountability management information network.

George Shaw, director of planning at Raytheon Training and Service Co., last month received the Government Electronics and Information Technology Association's first Chairman's Award for Distinguished Service.
