Kevin O'Toole, former executive mail management officer at the U.S. Mint, last month was named director of business development and tactical operations at the General Services Administration's Federal Technology Service.

Sara DeCarlo, former marketing director at Bell Atlantic Federal, was promoted to assistant vice president of marketing and business development and will oversee civilian and military business development efforts for the company.

Denise Davis, a former senior strategic product marketing manager at the Gale Group, was selected this month as director of statistics and surveys at the National Commission on Libraries and Information Sciences. Davis, who will begin her new job June 1, also has served as Maryland state data coordinator for the Education Department.

Richard Russell has joined the House Science Committee as deputy chief of staff. He previously served as the staff director for the House Science Committee's Technology Subcommittee. Also, Jeff Grove was appointed staff director for the Technology Subcommittee after serving as a professional staff member.

TASC Inc., a subsidiary of Litton Industries Inc., appointed Air Force Maj. Gen. John Casciano vice president in charge of the company's information operations and infrastructure protection business. Casciano is the Air Force's former director of intelligence, surveillance and reconnaissance.

Paul Lombardi, president and chief executive officer of DynCorp, is this year's recipient of the George Washington University School of Business and Public Management's CEO of the Year Award. Lombardi was recognized for his leadership in transforming the Reston, Va.-based company into a leading provider of information technology services and for his participation in the Northern Virginia Technology Council.Eric Cole has been named director of the new enterprise network security services group for Vista Information Technologies Inc. Cole was head of corporate IT security at Teligent Inc. and has served as program manager and technical director for the Internet program team at the CIA.

GTE Federal Network Systems this month appointed Lynda Joseph director of business development for the company's new federal health care group. Joseph previously served as deputy group manager of the Defense Medical Information Systems Consulting Practice Area for American Management Systems Inc.
