De'Borah Applegate has accepted a position with the Agriculture Department's Food Safety and Inspection Service. Applegate will be an investigator for the Office of Management's internal control staff. She was a member of the security team in the USDA's Information Systems Security and Telecommunications Division of IRM Policy.

Patricia Paoletta, former majority counsel for the House Commerce Committee, last month began working as vice president of government relations for Level 3 Communications Inc.

Patrick FitzPatrick, chief financial officer and senior vice president at DynCorp, this month won the CFO Hall of Fame Award, presented by the Northern Virginia Technology Council and the High Technology Council of Maryland. FitzPatrick has served as CFO at American Mobile Satellite Corp. and at PRC Inc.

Kathryn Freeland, chief executive officer at RGII Technologies Inc., last month accepted the Emerging Company of the Year Award from Black Enterprise magazine. Freeland also won Network Journal's 40 Under Forty Award, which honors top black professionals and small-business owners.
